摘　　要：作为美国历史上首份太平洋岛国整体战略,“太平洋伙伴关系战略”基于一百多年来的“岛链”认知,本质是“扩大的岛链战略”。虽然美声称的战略目标是强化伙伴关系、支持地区主义、推动地区治理和促进繁荣,但在实施过程中却暴露其加强对华外交遏压、打造对华制衡体系、嵌入美式安全议题、提升美国综合影响等真实意图。“太平洋伙伴关系战略”的实施使美国地区存在感增强,南太地区受地缘政治影响加深,对中国同岛国合作产生一定冲击。然而,这种“多边形式为表、战略竞争为里”的战略实际效果受限,太平洋岛国亦有自身议程,中国同太平洋岛国能够经受考验,保持强劲合作势头。As the United States’first-ever overall strategy on Pacific island countries,the Pacific Partnership Strategy is in essence an expanded island chain strategy based upon the“island chains”understanding established in more than 100 years.Apparently,the strategy sets four strategic goals--strengthening partnership,supporting regionalism,promoting regional governance,and promoting prosperity and development,but in reality,its implementation has exposed its true intention--strengthening diplomatic containment against China,building a system of balancing against China,embeding US-style security issues into the region,and enhancing the comprehensive influence of the United States.The implementation of the Pacific Partnership Strategy has consolidated the US presence in the region,expanded geopolitical influence in the region,and exerted negative impact on China-Pacific Islands cooperation.However,The strategy,which is blamed for“strategic competition under the form of multilateralism”will have limited practical effect.The Pacific island countries have their own agenda,and China-Pacific Islands cooperation will overcome risks and challenges,and maintain vibrant momentum.
