欧盟贸易政策范式转型及其影响

摘　　要：为应对国际格局演变带来的新形势与新挑战,欧盟自2015年以来出台一系列贸易政策文件,表明欧盟已从传统的自由主义贸易政策范式转向多元目标贸易政策范式。新的政策范式将非贸易事项与贸易联结起来,追求多元化贸易政策目标;同时,欧盟开始试图通过单边政策工具实现贸易政策目标。欧盟新贸易政策范式将导致国际贸易发展的不平衡,并影响国际关系的走向。但该政策范式能否持续、欧盟能否实现其贸易政策目标,还会受到欧盟内外诸多因素的制约。在欧盟贸易政策范式发生转型的情况下,中欧应以双方共同的战略利益为基础,同时充分利用国际多边体制,共同探讨经贸合作的新模式,促进中欧关系健康发展。In response to the new situations and challenges arising from the evolution of international configuration,the EU has adopted a series of trade policy documents since 2015,which represents a shift in the EU’s trade policy paradigm from classic liberalism to a multi-objective approach.The EU’s new policy paradigm links non-trade issues with trade in order to pursue multiple objectives;meanwhile,the EU attempts to employ unilateral policy tools to achieve trade policy objectives.The EU’s new trade policy paradigm will lead to an imbalance in international trade and exert negative impacts on international relations.However,the sustainability and effectiveness of the EU’s new trade policy paradigm will be constrained by numerous factors both within and outside the EU.In the context of the transformation of the EU’s trade policy paradigm,China and the EU should work together to explore a new model of bilateral trade and economic cooperation and to promote the healthy development of China-EU relations based on shared strategic interests and a full use of the multilateral international systems.
