西方国际气候合作理念与全球气候治理困境

摘　　要：全球气候政策与行动的累积进展难以实现1.5℃温升控制目标,这一现实揭示全球气候治理实践已深陷困境,表现为温室气体减排未见成效、国际气候合作进程面临割裂风险、发达国家抢夺全球气候治理新规制定权等。其根源在于长期指引全球气候治理实践的西方国际气候合作理念的悖论和无法克服的固有缺陷。全面变革国际气候合作理念的必要性、紧迫性空前增强,其方向包括坚持构建“人与自然生命共同体”理念、坚决落实共同但有区别的责任原则、坚持构建绿色发展方式。中国作为全球最大的发展中国家,应立足“全球南方”,借助各种双多边机制加强与广大发展中国家的协调配合,维护、增强其代表权、话语权,携手共建公平合理、合作共赢的全球气候治理体系,推动人类社会迈向可持续发展。The reality that cumulative progress in global climate action is difficult to keep world’s temperature rise below 1.5℃reveals that global climate governance is in deep trouble,manifested in the lack of results in greenhouse gas emission reductions,the fragmentation of the international climate cooperation process,and the developed countries’scramble for setting rules for for global climate governance.The root cause lies in the paradox of the Western international climate cooperation concepts that has long guided the practice of global climate governance and its insurmountable inherent flaws.The necessity and urgency of an all-round reform on the concepts of international climate cooperation have never been greater.The direction includes adhering to the concept of building a“community of life for man and nature”,adhering to the principle of“common but differentiated responsibilities”,and adhering to building a green development model.As the world’s largest developing country,China should base itself on the“Global South”and strengthen coordination and cooperation with the vast number of developing countries through bilateral,multilateral and other mechanisms,and maintain and enhance its representation and discourse power,work together to build a global climate governance system that is fair,reasonable,cooperative and win-win,and promote human society towards sustainable development.
