摘　　要：目的分析干部保健定点医院运营效率,为进一步提升保健医院综合实力提供依据。方法采用数据包络分析(data envelopment analysis,DEA)方法和动态Malmquist指数模型,获取2017—2021年16家保健医院医疗指标,计算全要素生产率指数、生产技术变动指数和技术效率指数,研究医院运营管理效率。结果2017—2021年,只有3家保健医院的全要素生产率呈上升趋势,即第6、第10和第12家医院的均值>1.000,其余医院变化均值均<1.000。全要素生产率均值为0.977,生产技术变动指数为0.983,技术效率变动指数为0.994,运营效率仍有进一步提升空间。结论医院运营效率的下降与生产技术的关系密切,天津市保健医院在2017—2021年的全要素生产率呈下降趋势,这表明生产技术变动和技术效率变动是影响运营效率的主要因素。建议采取加强技术创新投入、人才培养与引进、优化资源配置等措施提高医院运营效率。保健行政部门应做好统筹规划,保证保健医院的有序投入。Objective To analyzes the operational efficiency of designated hospitals for cadre healthcare,providing a basis for further enhancing the comprehensive strength of healthcare hospitals.Methods Using data envelopment analysis(DEA)and dynamic Malmquist index model,medical indicators of 16 healthcare hospitals from 2017 to 2021 were obtained.The total factor productivity index,production technology change index,and technical efficiency index were calculated to study the efficiency of hospital operation and management.Results From 2017 to 2021,only three healthcare hospitals showed an upward trend in total factor productivity,with the mean values of the 6th,10th,and th 12 hospitals being greater than 1.000,while the mean changes in the other hospitals were all less than 1.000.The average total factor productivity was 0.977,the production technology change index was 0.983,and the technical efficiency change index was 0.994.There was still room for further improvement in operational efficiency.Conclusion The decline in hospital operational efficiency is closely related to production technology.The total factor productivity of Tianjin Health Hospital showed a downward trend from 2017 to 2021,indicating that changes in production technology and technical efficiency are the main factors affecting operational efficiency.It is recommended to take measures such as strengthening investment in technological innovation,talent cultivation and introduction,and optimizing resource allocation to improve hospital operational efficiency.The healthcare administrative department should make overall planning to ensure the orderly investment of healthcare hospitals.
