吉林省图书馆中药产业科技信息服务实践--基于专利分析的天麻产业态势研究

摘　　要：正确地认识公共图书馆开展的深层次科技信息服务,不仅有利于公共图书馆充分发挥公共信息服务职能、找准自身发展定位、拓宽服务领域,还有利于提高地区科学研究水平,为政府、企业、科研单位等相关部门提供科学的决策依据。文章依托吉林省图书馆专利数据资源及科技信息服务,以天麻专利分析服务为例,从专利分析的角度对中药材天麻相关专利文献进行检索、统计和可视化分析,梳理国内外天麻相关专利数据及技术发展现状,从专利构成、申请趋势、国家(地区)分布、法律状态、专利价值等多个维度评估天麻领域技术创新现状与发展态势。结果表明,我国具备大量天麻技术创新成果与广阔的专利布局,但也存在专利质量较差、运营欠佳和成果转化率低等缺陷,并提出加强公共图书馆科技信息服务的相关建议。A correct understanding of the deep level technological information services provided by public libraries is not only beneficial for utilizing public information service functions,identifying development positioning,and expanding their service areas,but also improve the level of regional scientific research and provide scientific decision-making basis for relevant departments such as the government,enterprises,and scientific research units.Jilin Provincial Library's patent data resources and technology information services are utilized in this article,using the Tianma patent analysis service as an example.The article search,statistically analyze and visualize patent literature related to traditional Chinese medicine Tianma from the perspective of patent analysis,sort out domestic and foreign Tianma related patent data and technology development status,and evaluate the current status and development trend of technological innovation in the Tianma field from multiple dimensions such as patent composition,application trends,national(regional)distribution,legal status,and patent value.According to the results,China has a wide range of innovative accomplishments in Tianma technology and a diverse patent portfolio,but there are also weaknesses such as poor patent quality,poor operation,and low conversion rate of achievements.Relevant suggestions are proposed to strengthen the scientific and technological information services of public libraries.
