摘　　要：党的二十届三中全会围绕进一步全面深化改革、推进中国式现代化,将中国特色社会主义现代化建设推向了一个新的历史阶段。发展全过程人民民主是中国式现代化的本质要求,是实现人民当家作主新型民主的政治道路,为人民广泛参与社会公共事务、维护自身权利提供了顶层设计。全过程人民民主的实现不仅要依靠制度保障,还需提升人民在公共交往活动中的民主素养。人民民主素养的提升依赖于相互教育,即增强人民民主意识、提升人民民主素养、提高人民参与公共事务的能力,夯实全过程人民民主的政治素养基础和社会文化基础,为实现中国式现代化提供重要的政治支撑和价值指引。The Third Plenary Session of the 20th Central Committee of the Communist Party of China pushed the modernization with Chinese socialism to a new historical stage by focusing on further comprehensively deepening reforms and advancing Chinese modernization.The development of whole-process people's democracy is an essential requirement of Chinese modernization and a political path to realizing a new type of democracy in which the people are the masters,thus providing a top-level design for their broad participation in public affairs and the safeguarding of their own rights.The realization of whole-process people's democracy not only relies on institutions,but also requires the enhancement of the people's democratic credentials in public interactions.The enhancement of the people's democratic credentials relies on mutual education,that is,strengthening the people's awareness of democracy,improving their democratic credentials and enhancing their ability to participate in public affairs,thereby consolidating the political commitment and sociocultural foundations of whole-process people's democracy,and providing an important political underpinning and value guide for the realization of Chinese modernization.
