总体国家安全观视域下的反走私治理现代化路径研究

摘　　要：新形势下走私行为触及的安全领域呈现极强扩散性,从传统意义上经济安全的单一形态逐步拓展到多维度国家安全形态,推进反走私的治理现代化是对国家安全体系和能力现代化的应然回应,现代化背景下反走私应当遵循系统性、整体性与协同性的治理原则。然而,反走私治理实践需要面对走私主体复杂化、走私方式隐匿化、走私物品多样化、走私地点分散化等新的走私犯罪活动特征,解决组织协同问题、理念认同问题、技术嵌入问题、基层能力问题等结构性困境,以“整合利益体系、规范制度体系、优化组织体系”的体系维度和“风险防控能力、组织协同能力、基层治理能力”的能力维度推进反走私治理现代化。Under the new situation,the security domains touched by smuggling activities exhibit strong diffusiveness,gradually expanding from the traditional single form of economic security to a multidimensional form of national security.Advancing the modernization of anti-smuggling governance is a natural response to the modernization of the national security system and capabilities.In the context of modernization,anti-smuggling should follow the principles of systematic,holistic,and collaborative governance.However,the practice of anti-smuggling governance needs to face new characteristics of smuggling criminal activities such as the complexification of smuggling subjects,the concealment of smuggling methods,the diversification of smuggling goods,and the decentralization of smuggling locations.It is necessary to solve structural dilemmas such as issues of organizational collaboration,conceptual identity,technological integration and grassroots capacity.This requires advancing the modernization of anti-smuggling governance through the system dimension of"integrating the interest system,standardizing the institutional system,and optimizing the organizational system,"and the capacity dimension of"risk prevention and control capabilities,organizational collaboration capabilities and grassroots governance capabilities."
