摘  要:随着铁路营业线里程不断增加,运输企业安全质量要求越来越高,铁路营业线施工面临的安全压力逐步加大。为深化铁路营业线施工安全管理工作,引入作业条件危险性评估法(LEC法),探索建立一种施工安全管理评价指标体系,通过对相关指标进行计算、打分,模拟得出某一施工管理部门的安全风险情况。在此基础上,从强化全路施工安全管理角度,提出建设更加专业化的施工队伍、完善施工机械机具管理、健全施工安全管理总体评价体系、深入推进天窗综合利用等建议措施。As operational railway lines continue to expand,the demands for quality and safety in railway operators have become increasingly stringent,presenting significant challenges for operational railway construction safety.To enhance the safety management in railway construction,this study introduces the Likelihood,Exposure,and Consequences(LEC)method to establish an evaluation indicator system for construction safety management.By calculating and scoring relevant indicators,the system simulates and assesses the safety risk condition of a specific construction management department.On this basis,this paper proposes recommendations from the perspective of strengthening construction safety management of national railways,including developing a more professional construction team,improving the management of construction machinery and tools,refining the overall evaluation system for construction safety management,and promoting the effective utilization of maintenance windows.
