摘 要:当前,分布式电源在配电网中的渗透率越来越高,其出力的波动性给配电网调控带来三个方面的挑战:一是电压越限问题,二是新能源消纳问题,三是网损问题。运行过程中三个问题相互耦合,增加了配电网调控难度。为此,设计了基于事件驱动调控的主动配电网调控方法,令其中三个事件分别设置为电压越限、新能源消纳率和网损,三个事件之间控制方法相互独立,通过设置阈值使三个事件在运行过程中根据配电网系统状态进行相互转换,从而达到对三个事件解耦调控的目的。考虑到配电网中换电站(Charging and Battery Change Station,CBCS)有调节容量大、速度快的特点,基于SOC(State Of Charge,SOC)区间对换电站电池进行了建模,并将其充电和放电特征嵌入到各个事件的调控模型中,增加系统调控的灵活性。实际配电网算例仿真结果表明,计及换电站灵活性的事件驱动调控策略可以保障系统电压安全,虽然网损有所增加但新能源消纳量提升幅度更大,系统运行经济性得到提升。With the increasing penetration rate of distributed power in distribution network,the fluctuation of its output brings three challenges to the regulation and control of distribution network:the first is the problem of voltage over limit,the second is the problem of new energy consumption,and the third is the problem of network loss.The regulation effect of the three problems is coupled with each other in the process of operation,which increases the difficulty of regulation and control.Therefore,an active distribution network regulation method based on event-driven regulation is designed,and the three events corresponding to the voltage over limit,the new energy absorption rate and the network loss are designed.The control methods are independent of each other among the three events.By setting the threshold,the three events are converted to each other according to the state of the distribution network system during operation,so as to achieve the purpose of decoupling regulation of the three events.Considering the characteristics of large capacity and fast regulation capacity of charging and battery change station(CBCS)in distribution network,the battery of the station is modeled based on the SOC(state of charge)interval,and the charging and discharging are embedded in the regulation model of each event to increase the flexibility of system regulation.The simulation results of the actual distribution network simulation show that the event-driven control strategy considering the flexibility of the battery change station can ensure the voltage security of the system,although the network loss has increased,the new energy consumption has been increased greatly,and the system operation economy has been improved.
