摘　　要：通过梳理EOD生态系统服务付费模式类型,将EOD生态环境治理划分为“义务性”工程和“公益性”工程,理论推导出上述两类工程分别对产业规模和产业结构升级产生正向影响的假设。依据上述假设分别构建总量控制效应模型和产业升级效应模型,代入江苏省2013—2021年间工业、环境治理面板数据实证论证,同时代入同期东南、华南、西南、华中、华北、西北、东北代表性省份数据对比分析检验。研究发现,江苏已初步具备EOD模式反哺生态环境治理的绿色经济发展基础,建议通过分级分类方式推动EOD模式试点。By sorting out the types of payment models for EOD ecosystem services,the governance of EOD ecological environment is divided into“compulsory”projects and“public welfare”projects.Theoretical deduction is made that the above two types of projects will have a positive impact on industrial scale and industrial structure upgrading,respectively.Based on the above assumptions,construct total control effect models and industrial upgrading effect models,and empirically demonstrate the industrial and environmental governance panel data of Jiangsu Province from 2013 to 2021.Compare and analyze the data of representative provinces in Southeast,South,Southwest,Central,North,Northwest,and Northeast during the same period.Research has found that Jiangsu has a preliminary foundation for green economic development with the EOD model to support ecological environment governance.It is recommended to promote the pilot of the EOD model through a hierarchical classification method.
