摘　　要：以ChatGPT为代表的生成式人工智能为文化治理现代化提供了新机遇,也带来了新挑战。AIGC技术加持下文化治理现代化面临新的不确定性因素,文化治理现代化的主导权面临被旁落的挑战,文化传播的真实性面临“无真相”的挑战,主流意识形态的凝聚力面临离心化的挑战,社会伦理规制和伦理价值面临边缘化的挑战。要以生成式人工智能技术发展为契机,推动文化治理现代化转型升级;要加强技术应用的监管,确保人工智能生成技术善用可控;要健全人工智能生成服务宣传活动的管理法规,保障生成式人工智能向上向善;要多渠道、多途径加大扶持,促进生成式人工智能技术研发创新。Generative artificial intelligence represented by ChatGPT provides new opportunities and brings about new challenges for modernization of cultural governance.Modernization of cultural governance,with the support of AIGC technology,is faced with new uncertain factors.Dominant rights of modernization of cultural governance are faced with the challenge of being transferred into the hands of others.Authenticity of cultural transmission is faced with the challenge of “no truth”.Cohesion of mainstream ideology is faced with the challenge of centrifugation.Social ethical regulation and ethical value are faced with the challenge of marginalization.We should take development of generative artificial intelligence technology as an opportunity to promote transformation and upgrading of modernization of cultural governance,strengthen supervision of technology applications to ensure that artificial intelligence generation technology is appropriately used and controllable,complete management rules for publicity campaigns of artificial intelligence generation services to guarantee that generative artificial intelligence is upward and inclined to goodness,and enhance support in multiple channels and ways to accelerate research,development and innovation of generative artificial intelligence technology.
