西部地区高新技术产业集聚对经济高质量发展的影响研究

摘　　要：基于高质量发展内涵构建综合评价指标和固定效应模型的实证检验,对2012—2022年西部地区90个地级单位高新技术产业集聚对经济高质量发展的影响进行探究。结果表明:西部地区高新技术产业集聚对经济高质量发展水平产生显著的正向效应,正向影响渠道为经济运行、居民生活、增长动能;区域创新创业活跃度和能源消耗水平发挥中介效应,地形起伏度起负向调节作用;直接促进效应在西北、西南和华南地区尚存在异质性,在高低集聚水平、是否为边界地区的分类探讨中存在较大差异。根据结论提出完善科技创新的产权政策、重视创新人才发展体制、加大企业创新政策支持和推动区域市场一体化,为促进西部地区创新集聚和高质量发展提供参考。Based on the connotation of high-quality development,a comprehensive evaluation index system was constructed.The empirical test was conducted based on the theoretical mechanism and fixed effect model.The study explores the impact of high-tech industrial agglomeration on economic high-quality development in the western region from 2012 to 2022.The results were as follows:(1)High-tech industrial agglomeration in the western region has a significant positive effect on the level of economic high-quality development,and the positive impact channels are economic operation,residents’lives,and growth momentum.(2)Regional innovation and entrepreneurship activity and energy consumption level play a mediating role,and the terrain undulation degree has a negative regulatory effect.(3)The direct effect is still significant in the northwest,southwest,and north China,in areas with high agglomeration levels and non-boundary areas.Based on the conclusions,four suggestions are put forward to promote regional economic high-quality development,namely,improving the property rights policy for scientific and technological innovation,paying attention to the development system of innovative talents,increasing policy support for enterprise innovation,and promoting regional market integration.
