摘　　要：作为中国特色党政机构组织形态,党政合署办公具有内生性,植根于当代中国特色的党政体制。中国党政合署办公改革的实践探索已经从纪检监察领域拓展至组织工作、宣传工作、统战工作、信访工作等领域,从而完成时代赋予的特定任务。不同时期党政合署办公都承担着特定的时代任务。新时代以来,党政合署办公进入全面深化发展阶段,已经成为中央和地方机构改革的常量,其属性特征具有明显的党政复合性,主要表现在组织、权力和角色三个方面。超越机构改革工具论是深化党政合署办公研究的重要突破口,从机构运作层面来看,党政合署机构融合了党政因素,形成了独特的运作机理。随着各地积极推进和落实党政合署办公改革,中国特色党政合署办公的制度优势进一步凸显。As the organizational form of the Party and government institutions with Chinese characteristics,joint office of the Party and government has an inherent nature,rooted in the unique Party-government system in contemporary China. The practical exploration of reform of joint office of the Party and government in China has expanded from the field of discipline inspection and supervision to the field of organization work,publicity work,united front work,petition work,etc.,so as to complete the specific tasks entrusted by the times. Joint office of the Party and government in different periods undertakes specific tasks of the times. Since the new era,Joint office of the Party and government has entered the stage of comprehensive deepening and development,and has become a constant in the reform of central and local institutions. Its attributes and characteristics have obvious party and government compound,mainly manifested in three aspects: organization,power and role.Going beyond the tool theory of institutional reform is an important breakthrough to deepen the research on the joint office of the Party and government. From the perspective of institutional operation,joint office of the Party and government integrates the factors of the Party and government,forming a unique operating mechanism. As all localities actively promote and implement the reform of joint office of the Party and government,the institutional advantages of joint office of the Party and government with Chinese characteristics are further highlighted.
