摘　　要：党组织与党员关系在政党研究领域是重要议题,这对集先锋队性质和大规模党员于一身的中国共产党来讲,更是如此。既有研究对党组织与普通党员关系与互动机制关注较少。本文通过对“社区党员醉驾开除党籍案”的长期跟踪,从实然层面分析了城市基层党组织与党员关系及其内在机制。党组织与党员关系及其互动不仅受到自身组织结构的制约,还受到制度环境的规范。改革开放以来的党建模式“双轨制”、作为行动者的社区党员的干群区分标准,是影响城市基层党组织与党员关系的主要机制。党建资源和党的组织建设还需进一步向基层下沉,以增强党组织对广大普通党员的领导力、组织力和约束力。The relationship between party organizations and party members has always been an important topic in the field of political party research.This is especially crucial for the Communist Party of China(the“CPC”),which combines the characteristics of vanguard nature and large-scale membership.Existing studies on the Communist Party of China have focused mainly on the one-way management of party organizations towards elite party members,with limited attention to the relationship and mechanisms between party organizations and ordinary party members at the micro level.This article conducts a long-term tracking of the case of“Community Party Member Expelled from Party for Drunk Driving”to analyze the relationship between urban grassroots party organizations of the CPC and its members,as well as the mechanisms behind it at the practical level.It is found that the relationship and interaction between party organizations and party members are not only constrained by their own organizational structures but also regulated by institutional environments.Factors such as the“dual-track system”in party construction after the dissolution of the unit system,the differentiation criteria between cadres and masses among community party members,and changes in the system environment of comprehensive strictly governance of the party,are the main factors causing urban grassroots party members to feel inadequate under rigid disciplinary measures.Party building resources and organizational development need to further penetrate down to the grassroots level to enhance the leadership,organization,and binding power of urban grassroots party.
