摘  要:为研究一套适合压力管道的风险分级理论体系,提高政府监管效能。文章基于风险矩阵法对压力管道风险进行了分析,从风险辨识、风险评价、风险分级、风险管控4个环节着手,全面构建了压力管道风险分级管控模型,通过增加后果严重程度的影响力,对传统风险矩阵法进行了改良,使其更加符合压力管道的监管特点。通过实践试点,结果与预期基本符合,说明本理论对企业开展压力管道双重预防工作具有一定的指导意义。In order to develop a risk classif ication theoretical system suitable for pressure pipelines and improve the eff iciency of government supervision,this paper analyzes the risks of pressure pipelines based on the risk matrix method.Starting from four aspects:risk identif ication,risk assessment,risk classif ication,and risk control,a comprehensive risk classif ication and control model for pressure pipelines is constructed.The traditional risk matrix method is improved by increasing the influence of the severity of consequences,making it more suitable for the supervision characteristics of pressure pipelines.Through practical pilot projects,the results are basically consistent with expectations,indicating that this theory has certain guiding signif icance for enterprises to carry out dual prevention work for pressure pipelines.
