三产融合对农民收入的影响--来自国家农村产业融合试点政策的经验证据

摘　　要：三产融合是农民增收致富、农业提质增效的强劲动能。文章基于2013—2022年中国1836个县域面板数据,以国家农村产业融合试点政策作为一项准自然实验,运用多期双重差分法考察三产融合发展对农民收入的影响。研究发现:三产融合试点政策能显著促进农民收入增长,且该政策效应在革命老区和非生态功能区表现更为明显,而东部与中西部地区的差异并不明显;机制分析表明,三产融合试点政策能加快农村产业内源式融合与外延式融合,通过扩大农业内部经济规模、推动农业产业链向外延伸两条作用路径提升农民收入;拓展分析发现,试点政策的农业产业链外部延伸效应同样体现在住宿餐饮、休闲娱乐及科普教育等业态上。The integration of agriculture,industry,and services serves as a significant catalyst for augmenting farmers'income and improving the quality and efficiency of agricultural practices.Utilizing panel data from 1,836 counties in China spanning the years 2013 to 2022,this essay employs the national rural industrial integration pilot policy as a quasi-natural experiment.Through a multi-period difference-in-differences methodology,the research investigates the effects of integrating agriculture,industry,and services on farmers'income.Research has found that the pilot policy for the integration of the agriculture,industry,and services sectors significantly boosts farmers'income.The policy's effects are particularly pronounced in revolutionary areas and regions outside ecological function zones,whereas the disparities between the eastern and central-western regions are not statistically significant.Mechanism analysis indicates that the pilot policy facilitates both endogenous and exogenous integration of rural industries,thereby contributing to farmers'income growth.This is achieved through the expansion of the internal economic scale of agriculture and the extension of the agricultural industry chain.Moreover,further analysis reveals that the external extension effects of the pilot policy's agricultural industry chain are also manifested in fields such as accommodation and catering,leisure and entertainment,and popular science education.
