基于农村人居环境综合评价的实用性村庄规划路径探索——以长治市白狐窑村为例

摘　　要：实用性村庄规划已成为我国目前重要的规划实践研究内容,制定切实可行的村庄规划对于促进村庄的建设和发展至关重要。文章以山西省长治市白狐窑村为例,探索基于农村人居环境建设发展的实际需求评估,结合多轮规划编制和项目实施,提出了白狐窑村建设发展的达标项、提升项和新增项。在考虑现实基础和资金节约的前提下,开展美丽村居建设实践,探索晋东南地区村庄特色发展模式。文章重点从以下五个方面阐述白狐窑村的规划提升内容:一是明确村庄发展定位;二是优化村庄产业结构;三是弥补公共设施短板;四是打造乡土景观风貌,创造生态文化空间;五是提升村庄建筑设计,展现地域特色风貌。以期为晋东南地区乡村振兴提供强有力的多元支持。The practical village planning has become an important practical research content in China at present,and the formulation of practical village planning is crucial to promoting the construction and development of villages.Taking Baihuyao village in Changzhi city,Shanxi province as an example,the paper explores the assessment on the practical needs based on the construction and development of rural living environment,and combines several rounds of planning and project implementation to put forward the items meeting the standards,the items to be upgraded and the newly-added items for the construction and development of Baihuyao village.Under the premise of considering the realistic basis and financial savings,it carries out the beautiful village construction practice and explores the characteristic development mode of the villages in southeast Shanxi province of China.The paper elaborates on the following five aspects for the planning and improvement of Baihuoyao village.First,clarifies the positioning for the village development.Second,optimizes the industrial structure of the village.Third,makes up for the shortcomings of public facilities.Fourth,creates a vernacular landscape style and build an ecological and cultural space.Fifth,upgrades the village’s architectural design to show the regional characteristic style.It aims to provide strong and diversified support for the revitalization of villages in southeast Shanxi.
