摘　　要：党的二十届三中全会明确指出要构建高水平社会主义市场经济体制,这是党中央立足新的发展阶段作出的重要战略规划,旨在为经济高质量发展提供良好运行机制。构建高水平社会主义市场经济体制立足于中国式现代化发展需求、国内社会主要矛盾转化、全球化竞争加剧的时空方位。其高水平体现为以人民为中心的价值追求、经济建设与环境保护统一的发展理念、政府调控与市场调节的深度治理、构建高水平开放型经济体制的开放理念、建设现代化流通体系的宏观布局。构建高水平社会主义市场经济体制,必须完善收入分配制度,推动共同富裕实现;推进构建全国统一大市场,激活资源高效流动;科学优化政府职能,提升经济治理能力;进一步完善金融监管与风险防范机制,确保经济稳定运行。The third plenary session of the 20th Central Committee of the Communist Party of China clearly pointed out the need to build a high-level socialist market economic system.This is an important strategic plan made by the Central Committee based on the new stage of development,aimed at providing a good operating mech-anism for high-quality economic growth.The construction of a high-level socialist market economic system is based on the requirements of the Chinese path to modernization,the transformation of the main social contradic-tions in the country,and the intensified competition in globalization.Its high-level nature is reflected in a people centered value pursuit,a unified development concept that integrates economic growth with environmental protec-tion,deep governance that combines government regulation with market adjustments,an open concept for estab-lishing a high-level open economic system,and a macro layout for building a modern circulation system.To con-struct a high-level socialist market economic system,it is essential to improve the income distribution system and promote the realization of common prosperity;establish a unified national market to achieve efficient resource flow;optimize government functions to enhance economic governance capabilities;and improve financial regula-tion and risk prevention mechanisms to ensure stable economic operation.
