摘  要:1.Introduction Ports are pivotal nodes in the global supply chain and contribute to greenhouse gas(GHG)emissions.Monitoring carbon emissions in ports is crucial for identifying emission sources and quantifying their extent.This information is vital for implementing effective decarbonization measures and promoting the development of green ports.Compared with the more developed field of ship carbon emission monitoring,research on port carbon emission monitoring is less comprehensive,especially in terms of data collection methods,which tend to be rudimentary.In response to these shortcomings,the International Maritime Organization(IMO)introduced the Port Carbon Emission Estimation Tool Guidelines,outlined in the 2018 document MEPC 73/INF.30(IMO,2018).Informally known as the Port Emission Toolkit,this guideline employs a“bottom-up”approach to estimate activity-based carbon emissions.This method is an alternative to the“top-down”approach,which relies on macroscopic data such as total fuel consumption and productivity metrics across different operation entities.The top-down method estimates overall carbon emissions and allocating them to specific entities,often leading to substantial deviations from actual emissions.The“bottom-up”approach provides more granular emission inventories and distribution patterns(Wan et al.,2020)but requires detailed,micro-level data for each operational activity,including engine power,load factor,operational time,fuel consumption rates,and emission coefficients(Eyring et al.,2010).The complexity and difficulty of collecting and processing such detailed data present challenges in implementing the toolkit for carbon emission monitoring in ports.Furthermore,advancements in carbon emission measurement technologies have sparked discussions on the potential of using direct measurement techniques to monitor activity-based carbon emissions(Dimopoulos,2015).However,these direct measurement techniques have not been applied or tested in port settings due to technical and economic barriers.
