摘　　要：青年创业是国家创新驱动发展战略的重要组成部分,如何通过优化创业政策组合以促进青年创业是亟待解决的重要问题。基于“工具—路径”分析框架,对我国31个省(自治区、直辖市)2010—2023年发布的301份面向青年创业的培育支持政策进行了内容分析,从组态视角阐释了创业政策驱动青年创业路径的作用机制。研究发现:(1)不同的创业政策工具显著促进了青年创业的高质量发展,省级政府多侧重运用环境型政策工具支持青年创业,而供给型政策则主要适用于种子期。(2)五类创业政策工具组合可驱动青年创业路径的发展,包括财税服务型、孵化保障型、孵化服务型、供给环境型和孵化抚育型,展现了我国各省份创业政策支持的多元路径和发展机理。本文通过组态视角探讨了创业生态系统要素的耦合及不同创业政策工具组合对各省青年创业发展的影响。研究结论为进一步优化创业政策和驱动路径,实现创新创业的高质量发展提供了理论上和实践上的启示。Youth entrepreneurship is an important part of the national innovation-driven development strategy.How to optimize the combination of entrepreneurship policies to promote youth entrepreneurship is an important issue that needs to be solved urgently.Based on the tool-path analysis framework,the content analysis of 301 youth entrepreneurshiporiented cultivation and support policies issued by 31 provinces(including autonomous regions and municipalities directly under the Central Government)in my country from 2010 to 2023 was carried out,and the entrepreneurial policy-driven youth was explained from the perspective of configuration.The mechanism of the entrepreneurial path.The results are as below.Firstly,different entrepreneurial policy tools have significantly promoted the high-quality development of youth entrepreneurship.Provincial governments focus on using environmental policy tools to support youth entrepreneurship,while supply policies are mainly used in the seed stage.Secondly,the combination of five types of entrepreneurship policy tools can drive the development of youth entrepreneurship paths,including fiscal and taxation service types,incubation guarantee types,incubation service types,supply environment types,and incubation and nurturing types,showing the multiple paths and development of entrepreneurship policy support in various provinces in my country mechanism.This paper explores the impact of the coupling of entrepreneurial ecosystem elements and the combination of different entrepreneurial policy tools on the development of youth entrepreneurship in various provinces from the perspective of configuration.The research conclusions provide theoretical and practical enlightenment for further optimizing entrepreneurship policies and driving paths,and realizing high-quality development of innovation and entrepreneurship.
