摘 要:现行铁路建设项目实施阶段材料价差调整按2009年发布实施的《关于铁路建设项目实施阶段材料价差调整的指导意见》执行。在工程实践中对铁路建设投资控制、公平合理确定建设成本、保障项目顺利实施起到了非常重要的作用。但随着市场经济的发展、铁路建设标准的更新及建设管理模式变化,该文件在实施过程中存在部分项目缺少调差依据、与单价承包模式不匹配、精细化程度不足等问题。本文通过对其他行业和地方部分省市材料价差调整的方法进行对比分析,研究提出价差调整实施过程中存在不足的解决方法。经测算分析,本文提出的价差调整方法的计算和审查工作量较小,适应铁路建设管理模式的变化。研究成果可为后续价差调整规定的修订提供参考。The current material price difference adjustment in the implementation stage of railway construction projects is implemented according to the"Guidance Opinions on the adjustment of Material price difference in the implementation stage of Railway construction projects"issued in 2009.In engineering practice,it plays a very important role in controlling the investment of railway construction,determining the construction cost fairly and reasonably and ensuring the smooth implementation of the project.However,with the development of market economy,the renewal of railway construction standards and the change of construction management mode,there are some problems in the implementation process of this document,such as lack of adjustment basis for some projects,mismatch with unit price contracting mode,and insufficient refinement.This paper compares and analyzes the methods of material price difference adjustment in other industries and local provinces and cities,and puts forward the solutions to the problems existing in the process of price difference adjustment.After calculation and analysis,the calculation and review workload of the price difference adjustment method proposed in this paper is small,and it adapted to the change of railway construction management mode.The research results can provide technical support for the subsequent revision of price spread adjustment regulations.
