优化开封市营商环境对策

摘　　要：文章通过分析开封市营商环境建设的现状,发现开封市的人才引进政策吸引力不足且落实过程较复杂,地区的市场观念相对保守且法律制度有待进一步完善,文旅产业的需求和供给不平衡,因此建议开封市加大青年人才引进力度,通过创新补贴、完善法治体系等方式鼓励实体企业资金投入,并重视文旅产业及上下游产业链的延伸,以期为开封市持续优化营商环境提供参考。This article summarizes the current situation of business environment construction in Kaifeng and identifies several issues.The attraction of talent introduction policies in Kaifeng is insufficient and its implementation process is complex.The market concept in Kaifeng is relatively conservative and the legal system needs further improvement.The demand and supply of the cultural tourism industry has not reached a balance.In response to the above issues,it is recommended that Kaifeng should increase its efforts to attract young talents,encourage investments by real enterprises through innovation subsidies and improvement of the legal system,and attach great importance to the extension of the cultural tourism industry and its industrial chains,aiming to provide reference for Kaifeng to continuously optimize the business environment.
