摘  要:重大涉水工程作为一类复杂系统工程,具有科技创新的现实需求和动力。通过分析国内外重大工程科技创新及实际案例,指出当前重大涉水工程科技创新组织实施过程中存在碎片化现象,梳理了重大涉水工程科技创新典型组织模式及特点和问题;基于有组织科研理念,借鉴工程总承包模式的组织优点,提出重大涉水工程科技创新一体化组织新模式构想及其3种类型。这3种科技创新一体化模式运行的效果与效率受到多种因素的影响与制约,建议在实施过程中合理确定科技创新任务范围,优化科技创新总包商选择机制,合理编制科技创新一体化合同,充分利用信息化技术进行科技创新一体化项目管理。As a kind of complex system engineering,major water-related projects have the real demand and motivation of scientific and technological innovation.Through analyzing the related research and actual cases of major projects innovation at home and abroad,the paper pointed out the fragmentation phenomenon in the current organization and implementation of science and technology innovation of major water-related projects,and sorted out the typical organization models of science and technology innovation of major water-related projects and their characteristics and problems.Based on the concept of organized scientific research and drawing on the organizational advantages of the general contracting model,the concept of a new integrated model of science and technology innovation of major water-related projects and three types of such model were proposed.The effectiveness and efficiency of these three integrated science and technology innovation models are affected and restricted by many factors.During the implementation process,it is recommended to reasonably determine the scope of science and technology innovation tasks,optimize the selection mechanism for science and technology innovation general contractors,reasonably prepare science and technology innovation integrated contracts,and make full use of information technology for science and technology innovation integrated project management.
