中美生产性服务业发展比较及政策启示——基于农业投入产出表的分析

摘　　要：本文基于中美2010—2020年投入产出表数据,对中美农业生产性服务业发展的规模性、结构性、关联性、方向性进行系统评价比较。研究发现:(1)中国农业投入总量及增长幅度远超美国,但美国农业生产性服务业投入支持优于中国。(2)中国农业生产性服务业产业层次较低,服务内容以传统型农业生产性服务为主;美国农业生产性服务业产业层次较高,服务内容以现代化农业生产性服务为主。(3)中国农业与现代化生产性服务业融合度与美国有较大差距,但从发展趋势看,中国农业与生产性服务业的良性互动发展潜力优于美国。(4)中国对农业生产性服务业的支持逐年上升,内部结构不断优化。基于此,本文从投入重心、产业布局与市场环境等角度探究了优化中国农业生产性服务供给的政策启示。This paper conducts a systematic evaluation and comparison of the scale,structure,connectivity,and orientation of productive agricultural services in China and the U.S.using input-output table data from 2010 to 2020.The findings include(1)China’s total agricultural input and growth rate far exceed those of U.S.,but the latter’s agricultural productive service industry input support is better than the former’s.(2)China’s agricultural productive service industry has a lower industrial level,and the service content is mainly traditional agricultural productive services,whereas the U.S.’s has a higher industrial level,and the content focuses on modern agriculture productive services.(3)There is a significant gap between the integration of agriculture and modern productive services in China compared to the U.S.;however,from the perspective of development trends,China’s potential for a positive interactive development between agriculture and the productive service sector is greater than that of the U.S.(4)China’s support for agricultural productive services has been increasing year by year,and the internal structure has been continuously optimized.Based on this,this paper explores policy implications for optimizing the supply of productive agricultural services in China from the perspectives of investment focus,industrial layout,and market environment.
