摘  要:旨在探讨基于“三同时”原则的环境保护与水土保持协同治理机制,并针对风电场项目实践提出具体实施策略。重点聚焦于风电场项目中的弃渣场区和施工便道区的防治措施,以及如何有效整合环境保护与水土保持的工作重点,并对这些措施的实践应用进行成效分析。结果表明,该协同治理机制能够显著提高项目的环境友好性和水土保持效果。鉴于此,建构基于“三同时”原则的环境保护与水土保持协同治理机制,可以为类似项目提供参考和指导。This research aims to explore the collaborative management mechanism of environmental protection and water and soil conservation based on the principle of"three synchronization",and puts forward specific implementation strategies for the practice of wind farm projects.It focuses on the prevention and control measures for the waste disposal area and construction access road area in wind farm projects,as well as how to effectively integrate the focus of environmental protection and soil and water conservation,and analyze the effectiveness of these measures in practical application.The results show that the collaborative governance mechanism can significantly improve the environmental friendliness and soil and water conservation effect of the project.In view of this,the construction of environmental protection and soil conservation collaborative management mechanism based on the principle of"three synchronization"can provide reference and guidance for similar projects.
