高校基础研究对区域技术创新的“提质增量”效应与机制研究

摘　　要：高等院校作为我国基础研究的主要载体,其研究投入能否有效转化为区域创新动力,是促进经济增长的重要条件。利用2006—2020年省级面板数据,系统检验了高校基础研究投入对区域技术创新的影响。研究结果表明,高校基础研究整体上能够显著促进区域技术创新,实现“提质增量”的双重效应。高校基础研究通过“显性渠道”“隐性渠道”两种溢出机制影响区域创新水平且二者在机制上存在显著差异。“显性渠道”仅从数量上促进区域创新;“隐性渠道”对区域创新的影响更为全面,能够有效提升区域创新质量与数量。进一步分析表明,基础研究强度能正向调节其对区域创新发展的促进作用,并且这一调节效应呈递增趋势。异质性分析表明,高校基础研究对东、中、西部地区创新产出的影响存在递减效应。在市场化程度较高的地区,高校基础研究对区域技术创新的促进作用更为显著。研究结论不仅揭示了高校基础研究对区域创新能力提升的重要意义,还为高质量发展目标下科技政策的优化与调整提供了重要的理论依据与实践启示。Higher education institutions,as the main carriers of basic research in China,play a crucial role in transforming research investments into regional innovation dynamics,a key condition for promoting economic growth.Using provincial-level data from 2006 to 2020,this study examines the impact of university basic re-search on regional technological innovation.The results show that the basic research of universities as a whole can significantly promote regional technological innovation and achieve the dual effect of“quality improvement and increment”.University basic research influences regional innovation mainly through“explicit channels”and“implicit channels”.The mechanisms of impact of these two channels are significantly different.“Explicit channels”only promote regional innovation quantitatively,while“implicit channels”have a more comprehen-sive impact on regional innovation,effectively enhancing both the quality and quantity of innovation.Further analysis indicates that the intensity of basic research positively moderates its role in promoting regional innova-tion development,and this moderating effect shows an increasing trend.The study also reveals significant re-gional heterogeneity,indicating a decreasing pattern of the impact of university basic research on innovation output in the eastern,central,and western regions of China.Notably,in areas with a higher degree of mar-ketization,university basic research has a more significant role in promoting technological innovation.The findings of this study not only reveal the significant importance of university basic research in enhancing region-al innovation performance but also provide policy implications for the formulation and adjustment of science and technology policies under the goal of high-quality development.
