摘　　要：2023年5月,依据问题线索,山东省A市农业农村局查处了一起动物园违法处理病死动物案件。依据《中华人民共和国动物防疫法》有关规定,对当事人处以6 500元罚款的行政处罚。该案件的查处,规范了动物园对病死动物的无害化处理行为,更好地保障了公共卫生安全和人民群众的身体健康安全。本文对案件来源、调查取证等进行了梳理,对案件的产生原因进行了剖析,提出了动物园要落实疫病防控制度、规范处理病死动物,农业农村主管部门要加大法律宣传、强化监管执法等对策建议,以期为同类案件的查处提供参考,并督促动物园依法依规无害化处置病死动物。In May 2023,a case of illegal handling animals dead of diseases in a zoo was investigated and punished by the Agriculture and Rural Affairs Bureau of A City of Shandong Province according to corresponding clues.The concerned party was imposed an administrative penalty of a fine of CNY 6000 according to relevant provisions of the Law of the People's Republic of China on Animal Disease Prevention,which standardized the biosafety disposal of animals dead of diseases in zoos,and better protected public health and the public's health and safety.Here,the source of the case,investigation and evidence collection were sorted out,the reasons for the case were analyzed,and countermeasures were proposed,such as implementing disease prevention and control system and standardizing treatment of animals dead of diseases by zoos,and strengthening legal publicity and supervision and law enforcement by competent authorities for agricultural and rural affairs,aiming to provide a reference for response to similar cases,and to supervise zoos to dispose of animals dead of diseases in a biosafety manner according to laws and regulations.
