筑牢国家西南生态安全屏障的对策建议

摘　　要：国家西南生态安全屏障具有显著的国家代表性和生态重要性,是典型的社会—经济—自然复合生态系统,切实发挥了生态文明建设在“五位一体”中的特殊作用。文中总结西南生态安全屏障的特征和作用,并分析其现存问题,包括与其他生态安全屏障的衔接不充分、国家公园建设滞后、横向生态补偿体系缺位、社会参与不足、人才培养和配套设施不尽完善、科技手段与专业资源开发落后等。在此基础上,提出筑牢国家西南生态安全屏障的建议:1)完善顶层设计;2)加速建设国家公园;3)以生态系统服务价值为依据开展全(流)域横向生态补偿;4)推动全社会参与的治理共同体的有效形成;5)完善各项配套机制;6)培养与整合在地专业资源。The national ecological security barrier in the southwestern region is substantially representative and ecologically significant.As a typical integrated social-economic-natural ecosystem,it has played a specific role of ecological civilization in the five-in-all model,i.e.,integration of ecology,politics,society,economics,culture.The paper summarizes the features and roles of the southwestern ecological security barrier,and analyzes the existing problems such as the incomplete connection with other ecological security barrier,the lagging construction of national park,the lack of horizontal ecological compensation schemes for ecological system services,the insufficiency of public participation,the ineffective supplement of human resource and facilities and the under-developed sci-tech approaches and professional resources.In view of the problems,the measures to construct the southwestern ecological security barrier are put forward,including:1)Improving the top-level design;2)Accelerating the construction and development of national parks;3)Promoting the whole-region horizontal ecological compensation based on the value of ecosystem services;4)Facilitating the effective building of shared community of governance featured with public participation;5)Setting up all support mechanisms;and 6)Cultivating and integrating local professional resources.
