深化集体林权制度改革的科技需求及赋能路径--基于集体林改试点区的调查分析

摘　　要：集体林权制度改革是我国生态文明建设的重要内容,在促进农民就业增收、实现乡村振兴、改善生态环境等方面发挥着重要作用。为聚焦深化集体林权制度改革过程中的科技需求,探索科技支撑服务集体林改的长效机制,采取会议座谈和入户访谈的方式,对全国8个集体林改先行区和试点市开展调研;研究发现调研区域仍存在林分质量不高、产品精深加工不足、林地经营碎片化、林业科技支撑薄弱等问题,地方对科学的森林经营技术、高效集成的培育加工技术、智能化的林业高精尖设备、常态化的科技帮扶措施等需求较为迫切。基于上述分析,提出深化集体林权制度改革的科技赋能路径:(1)识别林改基层科技需求;(2)调整科技支撑服务方式;(3)促进技术成果示范推广;(4)加强成效评价考核与考评。The collective forest tenure reform is an important path to the ecological civilization in China,playing an essential role in increasing farmers employment and incomes,realizing rural revitalization and achieving ecological amelioration.In order to identify the technology needs in the process of deepening the reform of collective forest tenure and explore the long-term mechanism of technology support for the reform,the authors take the ways of meeting discussion and household interviews to investigate 8 advancing regions and pilot cities of the reform.The investigation finds that these regions and cities are confronted with problems such as poor stand quality,insufficient deep processing of products,fragmentation of forestland and weak technology backup,and the local governments have urgent needs to advanced technology for forest management,efficient and integrated forest cultivation/forest product processing techniques,intelligent and high-precision forestry equipment and normalized technology supports.Based on the above analysis,the technology empowerment paths to deepening the collective forest tenure reform are proposed:(1)Identifying the grassroots needs for technologies;(2)Adjusting the ways to provide technology supports;(3)Promoting the demonstration and dissemination of technical achievements;and (4)Strengthening the effect evaluation and rating.
