关于建设祁连山国家公园张掖段入口社区的思考

摘　　要：文中结合现地调研结果,分析建设祁连山国家公园张掖段入口社区的可行性及面临的问题。结果表明,祁连山国家公园张掖段自然人文资源、交通优势明显,入口社区已有的基础设施较为完善,且原住居民对建设国家公园入口社区认同感强烈,在张掖市建设国家公园入口社区具有较强的可行性;但仍面临以下问题:入口社区发展受行政区划和区域土地政策制约、整体性的规划引领缺乏、生态产品价值转化产业结构单一、支持政策较少。在此基础上,从统一规划引领、拓宽发展空间、打造特色品牌优势3个方面提出张掖市建设祁连山国家公园入口社区示范点的建议,为探索国家公园生态保护和民生改善协调发展新模式提供参考。By field surveys and other methods,this paper analyzes the feasibility and existing issues of building an entrance community for Qilian Mountain National Park in Zhangye City.The results indicate that the Zhangye Section of Qilian Mountain National Park has obvious advantages in natural and cultural resources and transportation,the existing tourism infrastructure of the entrance community is relatively complete,and the original residents have a strong sense of identity for the construction of the entrance community.Therefore,it is highly feasible to build the demonstration site of the entrance community for the National Park in Zhangye City.However,there are still several problems:the development of the entrance community is constrained by administrative divisions and regional land policies;a lack of comprehensive planning guidance;the industrial structure for converting ecological product values is single;and few supporting policies.Based on this,this paper proposes suggestions for the construction of entrance community demonstration site of Qilian Mountain National Park in Zhangye City from three aspects of unified planning and guidance,expanding development space,and creating distinctive brand advantages,which provides a theoretical basis for exploring a new model of coordinated development between national park ecological protection and improvement of people s livelihoods.
