韩国自然保护地限制性预约旅游制实践经验及启示

摘　　要：通过有效的管理方式协调保护和利用是在部分重点保护区进行森林旅游的关键。韩国森林厅为协调重点保护区的保护和利用问题,基于生态旅游的相关理论,提出了限制性预约旅游制度,并进行了试点运行。文中以韩国熊肚岭和金刚松的生态小路为研究对象,通过访问当地游客、居民以及相关政府机构,分析总结了限制性预约旅游制度下当地实施生态旅游的成效及经验。在此基础上,提出可在我国自然保护地通过限制性预约旅游制度或类似的开放制度实施生态旅游,但需做好以下工作:1)明确规定分区利用情境及限制;2)在优先发展地区的选择上,突出自然景观及地理位置优势;3)支持并成立专门机构,统筹管理森林生态旅游;4)开展专业经营并惠及周边社区居民。Coordinating conservation and utilization through effective management issues is crucial for conducting forest tourism in certain key protected areas.The Korea Forest Service,to balance conservation and utilization in key protected areas,proposed a restrictive reservation tourism system based on the theories of ecotourism and conducted pilot operations.This article focuses on the ecological trails of Gombaeryong and Geumgangsonamoo,analyzing and summarizing the effectiveness and experiences of implementing ecotourism under the restrictive reservation tourism system through interviews with local tourists,residents,and relevant government agencies.Therefore,for implementing ecotourism in China s natural protected areas through a restrictive reservation tourism system or similar open systems,the following tasks need to be taken:1)Clearly defining the utilization scenarios and restrictions for each subarea of the protected area;2)Prioritizing the selection of development areas that highlight natural landscapes and geographical advantages;3)Supporting and establishing a specialized agency for the overall management of forest ecotourism;4)Conducting concession and benefit residents of surrounding communities.
