基层森林草原防灭火三级队伍建设与管理--以四川省冕宁县为例

摘　　要：为有效应对严峻的森林草原防灭火形势,确保实现“打早、打小、打了”目标,四川省凉山彝族自治州冕宁县构建了县、乡、村三级队伍体系,防灭火工作成效显著。文中以冕宁县为例,总结森林草原防灭火三级队伍建设概况及存在主要问题,并从进一步规范基础扑火队伍在森林草原火灾中组织指挥、队伍协同、技战术运用、协调保障处置能力等方面探讨森林草原防灭火三级队伍管理与建设,以期为森林草原防火工作提供参考。In order to effectively cope with the severe situation of forest/grassland fire control and ensure that the goals of“responding early,taking urgent action against small fires,and putting out fires completely”are achieved,Mianning County in Sichuan Province constructs fire control teams at the three levels of country,township and village,with substantial achievements.This paper analyzes the construction and management mechanisms of the three-level fire control systems with the county as a case study,and summarizes the primary problems.Then the future management of the system is discussed from the perspective of standardizing the responding actions of grassroots fire-fighting teams against forest/grassland fires,in such as directed organization,team coordination,technical application,and coordinated support,with an aim to provide references for the forest/grassland fire control.
