摘　　要：随着国土空间总体规划陆续报批,既有控制性详细规划是否有效、编制技术和实施管理如何优化,亟需探索与明确。文章通过梳理过去规划评估问题与当前各省工作要求,提出“一张图、三评价、两建议”的评估技术框架。进一步基于浙江省杭州市桐庐县实践,剖析县级城市既有控制性详细规划的实施性、合理性、适应性问题,从厘清规划传导要求、细化编制层级分类、探索弹性控制机制3个方面提出城镇详细规划编制管理的优化路径。With the municipal land space master plannings being approved one after another,it is urgent to explore and clarify whether the existing regulatory detailed planning is effective and how to optimize its compilation techniques and implementation management.This article proposes an evaluation technical framework of'one map,three evaluations,and two suggestions'by sorting out past regulatory detailed planning evaluation issues and current work requirements of various provinces.Furthermore,based on the practice in Tonglu County,Hangzhou City,Zhejiang Province,this article analyzes the implementation,rationality,and adaptability issues of the existing regulatory detailed planning at the county level and proposes optimization paths for the compilation and management of urban detailed planning from three aspects:clarifying planning transmission requirements,refining compilation level classification,and exploring flexible control mechanisms.
