日本农业支持保护政策体系及其对中国农业强国建设的启示

摘　　要：农业强国建设离不开强有力的农业支持保护政策体系。中国和日本在农业资源禀赋和政策取向方面具备较高的相似性,通过对日本农业支持保护政策的发展历程、政策目标、法律政令、实施体系、政策工具等方面的研究,以及对其财政支付、农作物种植情况的分析,发现日本在支持保护制度体系化发展、国家粮食安全和农业可持续发展、农业经营主体利益保障、法律政令可操作性等方面取得积极效果,推动了日本农业强国建设,实现了农业农村现代化目标。这对我国优化农业支持保护政策体系,建设农业强国有如下政策启示:继续完善农业支持保护政策制度体系;统筹规划农业支持保护政策工具;加大农业支持保护政策的资金投入力度;加强农业支持保护政策法律法规建设。A strong agricultural support and protection policy system is indispensable for the construction of an agricultural powerhouse.China and Japan have a high degree of similarity in terms of agricultural resource endowment and policy orientation.Through the study of the development history,policy objectives,laws and decrees,implementation system and policy tools of Japan's agricultural support and protection policies,as well as the analysis of its financial payments and crop cultivation,it is found that Japan has achieved positive results in terms of the systematic development of support and protection systems,national food security and sustainable agricultural development,protection of the interests of the main agricultural operators,and the operability of laws and decrees,thus promoting the construction of a strong agricultural country in Japan and achieving the goal of modernizing agriculture and rural areas.Japan's experience has the following policy implications for China's optimization of the agricultural support and protection policy system and the construction of an agricultural powerhouse:continue to improve the agricultural support and protection policy system;coordinate the planning of the agricultural support and protection policy tools;increase the financial input of the agricultural support and protection policy;and strengthen the construction of the laws and regulations of the agricultural support and protection policy.
