摘　　要：“碳中和”目标是否能够如期实现,能源绿色低碳转型是重中之重。欧洲投资银行(欧投行)作为欧盟旗下最为重要的官方政策性银行,一直扮演着欧盟能源政策既定支持者的角色。自2019年欧盟提出2050年底实现“碳中和”之后,欧投行以《巴黎协定》为基调,以实现欧盟“碳中和”目标为奋斗方向,对自身能源政策迅速予以相应调整,着力通过向“气候银行”的转型来助力欧盟如期顺利实现气候治理目标。为此,欧投行近年来不断通过资金投入、技术援助双保险来促进能效提升以及节能减排,并大力倡导可再生新能源以逐步替代传统旧能源。而且在能源政策转型过程中,欧投行尤为重视气候“公正转型”和信息“公开透明”。欧投行的相关经验,对于其他国际和区域多边开发银行、政策性银行乃至商业性金融机构能源政策绿色低碳转型具有一定的参考价值。金融机构能源政策的绿色低碳转型,应以所在区域的“碳中和”目标为基本参照来制定相关转型政策,并在实践中及时动态调整;在给予能源绿色低碳转型充足资金保障的同时,也需要提供必要的技术支持,两者缺一不可;金融机构应对自身能源政策及能源转型过程采取全程监管,并坚持“公开透明”原则,向外界及时公开发布相关信息。To achieve the goal of carbon neutrality as scheduled,green and low-carbon energy transformation is the top priority.The European Investment Bank(EIB),as the most important official policy bank of the European Union(EU),has always played the role of the established supporter of the EU's energy policy.Since the EU proposed to achieve carbon neutrality by the end of 2050 in 2019,the EIB has taken the Paris Agreement as the keynote,taken the EU's carbon neutrality goal as the direction of effort,quickly adjusted its energy policy accordingly,and focused on helping the EU smoothly achieve its climate governance goals on schedule through its transformation to a"climate bank".To this end,in recent years,the EIB has continuously promoted energy efficiency improvement and energy conservation and emission reduction through capital investment and technical assistance,and vigorously advocated renewable new energy to gradually replace traditional energy.Moreover,during energy policy transformation,the EIB has attached particular importance to the just transition of climate and the openness and transparency of information.The relevant experience of the EIB provide a reference for other international and regional multilateral development banks,policy banks and even commercial financial institutions in the green and low-carbon transformation of their energy policies.For the green and low-carbon transformation of the energy policies of financial institutions,relevant transformation policies should be formulated with the basic reference of the carbon neutrality goal of the region,and timely and dynamic adjustment should be made in practice.While providing adequate financial support for green and lowcarbon energy transformation,necessary technical support should also be provided.Financial institutions should take full control of their energy policies and energy transformation process,adhere to the principle of openness and transparency,and publicly release relevant information to the outside world in a timely manner.
