摘　　要：目的建立一套从多主体角度出发的突发重大传染病社区协同应急处置能力评价指标体系,为社区提供相对科学的社区协同应急处置能力评价工具。方法应用扎根理论、文献研究法、德尔菲法构建突发重大传染病社区协同应急处置能力评价指标体系。结果突发重大传染病社区协同应急处置能力评价指标体系包含应急准备协同、监测预警协同、应急响应协同、事后恢复与复盘4个一级指标,并细化为15个二级指标和37个三级指标,确定了评价指标相应权重。结论构建的突发重大传染病社区协同应急处置能力评价指标体系科学可靠,为评价社区协同应急处置能力水平提供了有效工具,能够指导社区协同应急处置实践工作与未来能力建设。Objective To establish a multi-subject perspective evaluation index system for community collaborative emergency response capabilities in sudden severe infectious diseases,provide a relatively scientific tool for community collaborative emergency response capability evaluation.Methods Using a combination of grounded theory,literature research method and Delphi method,to establish the capability evaluation index system of sudden severe infectious diseases.Methods The evaluation index system included four first-level indicators:emergency preparedness collaboration,monitoring and early warning collaboration,emergency response collaboration and post-incident recovery and review.These were further refined into 15 second-level indicators and 37 third-level indicators,with corresponding weights determined for each evaluation indicator.Conclusions The constructed evaluation index system for community collaborative emergency response capabilities to sudden severe infectious diseases is scientifically reliable and it is an effective tool for evaluating the level of community collaborative emergency response capabilities.It can guide the practical work and future capacity building of community collaborative emergency response.
