摘　　要：目的系统梳理疾病预防控制机构(以下简称疾控机构)基层党组织在重大突发公共卫生事件中的具体实践经验并提出建议。方法选取广州市疾病预防控制中心(以下简称中心)为案例,借鉴“三圈理论”构建分析框架,了解中心职工对组织所提供支持的感受及建议。借助扎根理论,使用Nvivo 12 plus软件进行开放式编码、主轴编码和选择性编码分析。结果疾控机构在重大突发公共卫生事件中所体现的价值表现为将思想和行动统一到党中央的决策部署上;体现的能力表现为通过优化组织结构、培养队伍等举措提升能力建设。中心职工关心组织层面围绕工作支持、利益关心、价值认同开展工作;支持表现为落实系列激励和关心关爱职工的举措,为一线人员提供支持和鼓励等。结论疾控机构党组织在重大突发公共卫生事件中要围绕3个要素加强疾控机构建设,以应对重大突发公共卫生事件。Objective To systematically review the practical experiences of grassroots party organizations in disease prevention and control institutions(CDCs)during major public health emergencies and to propose recommendations.Methods Taking Guangzhou Center for Disease Control and Prevention(hereinafter referred to as the Center)as a case study,the analysis framework was constructed with reference to the“Three-circle Theory”,and to understand perceptions and suggestions of staff in the Center regarding the support provided by the organization.With the aid of grounded theory,Nvivo 12 plus software was used to conduct open coding,axial coding,and selective coding analyses of the interview materials.Methods The value demonstrated by CDCs during major public health emergencies lied in unifying thoughts and actions with the decisions and deployments of the Party Central Committee.The capabilities displayed were enhancing capacity building through optimizing organizational structure,cultivating teams.Interview data showed that CDCs staff were concerned about organizational efforts in terms of work support,interest concerns,and value identification.Supports were manifested in implementing a series of initiatives to motivate and care for staff,providing support and encouragement to frontline staff and so on.Conclusion During major public health emergencies,CDCs party organizations should make efforts to strengthen the construction of CDCs around these three elements to respond to major public health emergencies.
