摘　　要：正确处理“多个民族”与“一个国家”的关系,塑造国家民族观念,实现民族整合,对当今世界多民族国家具有普遍价值。政策是多民族国家塑造国家民族观念的重要途径。作为统一的多民族国家,我国有以党和国家的政策优势塑造中华民族观念的传统,铸牢中华民族共同体意识则是新时代中国塑造国家民族观念的战略目标。分析表明,中国共产党的领导,中国特色社会主义制度,中华优秀传统文化、革命文化和先进文化是当代中国的三大政策优势。而对于中华民族共同体的感知、态度以及由此产生的行为,则共同构成中华民族共同体意识的内部结构要素。以政策优势推进铸牢中华民族共同体意识的作用机理表现为“政策优势侧”与“铸牢意识侧”的双轮互动。实现领导、制度与文化优势的“复利式”整合,促进作为中华民族共同体意识构成要素的感知、态度与行为间形成“飞轮效应”,促成政策输出与效果反馈间的良性互动,是以政策优势推进铸牢中华民族共同体意识的可能路径。Nowadays it is universally valuable for multi-ethnic countries in the world to handle correctly the relationship between "multiple ethnic groups" and "one country",shape the state-nation concept and realize the multi-ethnic integration.It should be noted that policy is an important path for shaping the state-nation concept in multi-ethnic countries.As a unified multi-ethnic country,China is blessed with the tradition of the Chinese nation concept shaped by the Communist Party of China and country's policy advantages,and the enhancement of a sense of community for the Chinese nation is a strategic objective for shaping the state-nation concept in the new era.Our analysis indicates that there are three policy advantages in contemporary China,that is,the leadership of the Communist Party of China,socialism with Chinese characteristics,and excellent Chinese traditional culture,revolutionary culture and advanced culture.The perceptions,attitude and behaviors regarding the community for the Chinese nation jointly constitute the internal structural components for a sense of community for the Chinese nation.The impact mechanism of enhancing a sense of community for the Chinese nation through policy advantages is mainly shown by "the policy advantage side" and "the sense consolidation side" interacting with each other as if two wheels of a vehicle.It is a potential path to advance the enhancement of a sense of community for the Chinese nation through policy advantages when the "compound interest" integration of leadership,institutional and cultural advantages is realized,the "flywheel effect" between the components of a sense of community for the Chinese nation--perceptions,attitude and behaviors is facilitated,and a benign interaction between policy outputs and effect feedbacks comes into being.
