论乡村振兴的“三元”机制及其融合

摘　　要：乡村振兴战略以“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”为目标,该目标需要以农民为主体的乡村社会成长和以市场机制为基础的乡村产业发展为依托。在乡村振兴战略中,存在社会发展滞后、乡村人才外流及资源禀赋不足的情况,如果没有政府强有力的推动,其产业发展内在动力明显不足,但过度依赖政府推动又会压制社会与市场要素的成长。因此,乡村振兴战略的有效推进必须厘清政府、市场及社会“三元”机制的内在关系,明确政府的服务角色,强化市场与社会功能的“互化”,基于发展型的政策理念,促进“三元”机制的融合,从而为乡村振兴注入强大合力。Rural rejuvenation aims at industry prosperity,ecologically-friendliness for residence,good mannered rural practice,effective governance,and well-off livelihood,requiring the development of rural industries based on farmers-prevailing rural society growth and market mechanism.In the field of rural rejuvenation strategy there exist such situations as stagnated social development,brain drain of rural talents,and inadequacy of enabling resources.Hence,without powerful push from the government the rural industry development would evidently be inefficient in internal dynamics,but an excessive dependence on the government′s initiative could suppress the growth of social and market components.It is assumed that to effectively advance the rural rejuvenation strategy we should clarify the internal relationship between "three components" —government,market and society,specify the service role of the government,strengthen the "interactive" between market and social functions,promote the "three-component" mechanism integration based on the developmental policy concept,and inject strong impetus into rural rejuvenation.
