摘　　要：数据要素的市场化配置是数据资源利用效率最大化和价值实现的重要手段,是形成数据要素市场的重要支撑。数据要素市场化的形成机制包括数据要素的市场化配置机制、数据与其他生产要素相互组合中的市场化配置机制。高标准数据要素市场建设的目标要求是提升数据要素供给质量、探索数据要素确权机制、搭建数据要素交易场所、强化数据要素交易监管。高标准数据要素市场建设的体系框架包括加快构建开放有序的供给体系、高效畅通的流通体系、数实融合的应用体系、安全导向的监管体系和创新高效的基础设施体系。高标准数据要素市场建设的路径是通过建立数据要素产权制度、培育数据要素交易流通生态、促进数据要素与实体经济深度融合、完善数据要素参与分配的制度安排,实现数据要素市场高标准化的战略目标。The data factor market is an important part of the Unified National Market,the market-oriented allocation of data factor is an important means of maximizing the efficiency of data resource utilization and realizing its value,which is also an important support for the formation of new quality productive forces.The formation mechanism of data factor marketization includes the mechanism of marketized allocation of data factor,and marketized allocation in the mutual combination of data and other factors of production.The objectives of the construction of high-standard data factor market are to improve the quality of data factor supply,explore the mechanism of confirming the rights of data factor,build the trading place of data factor and strengthen the supervision of data factor trading.The systematic framework for the construction of a high-standard data factor market includes accelerating the construction of an open and orderly supply system,an efficient and smooth circulation system,a data-reality integration application system,a security-oriented regulatory system and an innovative and efficient infrastructure system.The path to building a high-standard data factor market lies in realizing the strategic goal of high standardization of the data factor market by establishing a property rights system for data factor,fostering an ecosystem for the trading and circulation of data factor,promoting the in-depth fusion of data factor with the real economy,and perfecting the systematic arrangements for the participation of data factor in the distribution of data factor.
