借鉴新加坡“全面防卫”经验,推进多方位常态化“平急两用”建设

摘　　要：“平急两用”建设,应该是多方位、立体性、常态化,拉动高质量投资,做好发展和安全的统筹,才能激发企业更敢于投资、居民更安心放心发展。新加坡全面防卫理念及其体系中民事防卫模块尤其公共与家用防空壕,对我国当前推进“平急两用”建设有诸多启示,可引导全社会提升对“平急两用”的内涵认识,尤其要关注民用建筑和增强居民居家应急避难能力。新加坡的家用防空壕可给我们很大启示,并应在“好房子”“好社区”的设计中加以合理考虑。The construction of"Dual-use of Emergency and Civilian"buildings should be multi-faceted,three-dimensional,and normalized,driving high-quality investment and coordinating development and safety,in order to stimulate enterprises to invest more boldly and residents to develop with peace of mind.The concept of comprehensive defenseand the civil defense module in Singapore,especially the public and household air defense trenches,have many inspirations for China's current construction of"Dual-use of Emergency and Civilian"build ings.It can guide the whole society to have a great understanding of the connotation of"Dual-use of Emergency and Civilian"buildings,and pay special attention to civil buildings and enhance residents'emergency shelter capa bilities at home.Singapore's household air defense trenches can provide us with great inspiration and should be rea sonably considered in the design of"good houses"and"good communities".
