“亩均论英雄”改革的政策扩散与实践类型研究--基于21个省级政府的政策文本分析  

The Policy Diffusion and Practice Type of the"Area-Based Evaluation Mechanism"Reform:Based on the Analysis of Policy Texts of 21 Provincial Governments

摘　　要：作为一项正在扩散中的改革,“亩均论英雄”改革已经具有明显的扩散效应。基于政策扩散理论,通过对21家省级政府“亩均论英雄”改革的政策文本分析,研究当前“亩均论英雄”改革的政策扩散规律和实践类型。研究发现,“亩均论英雄”改革在时间上基本呈现S型曲线特征,在空间上存在邻近效应和层级效应,在扩散路径上既有纵向层面的“吸纳-辐射”与“试点-推广”路径,也有横向层面的学习与竞争路径。当前“亩均论英雄”改革在实践中存在单类别-土地集约导向、多类别-土地集约导向、单类别-产业转型导向、多类别-产业转型导向四种类型。As a reform that has been diffusing,the reform of"area-based evaluation mechanism"has presented obvious diffusion effects.Based on the theory of policy diffusion,this paper analyzes the policy texts of 21 provincial governments on the"area-based evaluation mechanism"reform,and studies the policy diffusion laws and practice types.It is found that the reform of"area-based evaluation mechanism"basically presents S-shaped curve characteristics in the time dimension,and there are proximity effects and hierarchical effects in the space dimension.In terms of the diffusion path,there are"absorption-radiation"and"pilot-promotion"paths vertically.as well as learning and competition paths horizontally.In practice,there are currently four types of"area-based evaluation mechanism"reform:single category-land intensive orientation,multiple categories-land intensive orientation,single category-industrial transformation orientation,and multiple categories-industrial transformation orientation.
