乡村治理现代化转型中基层政府“善治”的内在逻辑与创新路径

摘　　要：创新构建基层政府治理体系,有效实现基层政府“善治”,是加快推进乡村治理现代化转型的重要战略举措。乡村治理现代化转型中,实现基层政府“善治”的内在逻辑在于坚持人民至上“治理理念”、科技创新“数字赋能”、数字专业人才“创新治理”、多元主体“共建共治共享”。研究发现,当前基层政府“善治”面临保障和改善民生的创新服务理念不够、数字赋能乡村产业转型升级的能力有限、乡村数字专业人才的培育能力较弱、共建共治共享的治理格局尚未形成等现实困境。基于此,为了实现基层政府“善治”,要强化民生问题导向的创新服务效能,加强数字赋能激发乡村新兴产业发展的活力与效力,增强乡村居民数字化素养与专业化技能,构建共建共治共享的乡村治理共同体。Creatively building primary-level governance systems and effectively achieving good governance is an important strategic measure for accelerating the modernization and transformation of rural governance.In the modernization of rural governance,the internal logic of achieving good governance at the primary level lies in resolutely adhering to the governance concept of people first,digital empowerment of scientific and technological innovation,innovative governance of digital professionals,and co-governance and sharing of multiple subjects.It is found that the primary-level governments are facing the dilemma of insufficient innovative service concepts to ensure and improve people's livelihood,limited ability to digitally empower rural industrial transformation and upgrading,low capability to cultivate rural digital professionals,and absence of a governance system based on collaboration,participation,and shared benefits.Therefore,to achieve good governance at the primary level,it is necessary to strengthen the efficiency of innovative services oriented to people's livelihood issues,stimulate the vitality and effectiveness of the development of new rural industries with digital empowerment,enhance the digital literacy and professional skills of rural residents,and build a rural governance community based on collaboration,participation and shared benefits.
