生态脆弱地区易地搬迁与乡村产业振兴:理论探析、动力考量及影响机理

摘　　要：乡村产业振兴是提升生态脆弱地区易地扶贫搬迁农户后续发展动力的根本之策。文章基于对生态脆弱的凉山彝区易地搬迁农户的入户访谈和问卷调查,运用描述性统计和有序Logistic回归分析的方法,探明了在乡村产业振兴视角下,影响生态脆弱地区易地扶贫搬迁农户后续发展动力的因素。结果显示,76.67%的易地扶贫搬迁农户认为乡村产业振兴对其后续发展动力“比较强”,产业发展政策、发展民族手工业、壮大村集体经济、畅通乡村产业振兴人才培训渠道、提高移民就业质量、加强干部配备、搞好环境治理、保护生态环境资源等举措能够对易地扶贫搬迁农户后续发展构成强大的正向拉力影响。而家庭劳动力数量、移民可流转的耕地面积、发展特色养殖等对易地扶贫搬迁农户后续发展没有形成显著影响。The revitalization of rural industries is the fundamental strategy to enhance the subsequent development momentum of relocated farmers in ecologically fragile areas.This paper is based on the household interview and questionnaire survey of relocated farmers in the ecologically fragile Liangshan Yi area.It uses descriptive statistics and ordinal logistic regression analysis to reveal factors influencing the subsequent development momentum of relocated farmers in ecologically fragile areas from the perspective of rural industry revitalization.The result shows that 76.67%of the relocated farmers believe the revitalization of rural industries provides relatively strong momentum for their subsequent development;measures such as formulating industrial development policies,developing ethnic handicraft industry and village collective economy,optimizing training channels,improving the quality of immigration employment,strengthening official allocation,improving environmental governance,and protecting ecological environmental resources,can have a strong positive force on the subsequent development of the relocated farmers,while the number of family labor,the area of cultivated land that can be transferred,and the development of featured farming do not have significant impacts on the subsequent development of relocated farmers.
