摘　　要：中央社会工作部的成立是机构改革的职能配置由“分散”到“整合”的重构,是立足于新时代党建引领社会治理的制度创新。文章以结构功能理论为指导,构建了“党建引领-制度调适-要素整合-治理目标”的研究模型,对中央社会工作部机构改革的体制机制、职能配置、运行管理进行分析。总体而言,可将中央社会工作部的机构改革归纳为政治逻辑与治理逻辑的互嵌,集中领导与专业分工的衔接,地方党委社会工作部资历、政治资源与行政职权的整合,以及宏观社会建设和专业社会工作的互构四个维度。这为推进国家治理体系和治理能力现代化进程中的组织变革、建立党和国家机构职能体系主体框架提供了操作指南。The establishment of the Society Work Department is a function reallocation of the institutional reform from"decentralization'"to"integration",and is an institutional innovation of social governance led by Party building in the new era.Guided by the structural functional theory,the article constructs a model of"led by Party building-system adjustment-factor integration-governance goals",and conducts research on the system mechanism,function allocation,and operation management of the institutional reform of the society work department.Generally speaking,the institutional reform of the society work department can be summarized as the mutual embedding of political logic and governance logic,the connection between centralized leadership and professional division of labor,the integration of qualifications,political resources and administrative powers of the society work department of local Party commitees,and mutual construction of macro-social construction and professional social work.This provides an operational guide for promoting institutional changes in the process of modernizing the national governance system and governance capabilities,and establishing the main framework of the function system of the Party and state institutions.
