综合威慑视域下美印海洋安全合作:实践、影响与限度

摘　　要：随着中美竞争加剧,美国将威慑战略与全球化时代的新发展相结合,利用印太地区网络化盟伴体系,打造针对中国的综合威慑战略。在美印合作框架中,美国依托海洋安全合作将综合威慑战略引入美印安全关系,并推动印度增强对华海洋威慑实力,发挥威慑中国的独特作用。借助印太盟伴体系,美国推动印度等盟伴以互操作性、联合能力、海域态势感知、小多边合作、“印太经济框架”等威慑工具实施跨领域、跨地域、跨冲突门槛的海洋综合威慑,对中国的海洋安全构成威胁。美印联合实施海洋综合威慑对美国强化威慑力量、增强威慑决心、释放威慑信号具有促进作用。但美印对中国的认知分歧分化了威慑理念、印度的任务设置制约了跨区域威慑联动、美印合作等级等抑制了综合威慑效力,导致美印海洋综合威慑受到制约。As the competition between China and the U.S.intensifies,in order to cope with the rise of China's relative strength,the U.S.combines the deterrence strategy with the new development in the era of globalization,and uses the network alliance system in the Indo-Pacific region to create an integrated deterrence strategy against China.In the framework of U.S.-India cooperation,the U.S.introduces the integrated deterrence strategy into the U.S.-India security relations relying on maritime security cooperation,and promotes India to enhance its maritime deterrence strength against China,and build maritime security deterrence,so that India,as the most powerful ally of the U.S.in the Indian Ocean,plays a unique role in deterrence against China.With the help of the Indo-Pacific Alliance Partner system,the U.S.promotes India and other alliance partners to implement cross-domain,cross-regional and cross-conflict threshold comprehensive maritime deterrence with deterrence tools such as interoperability,joint capabilities,maritime situational awareness,small multilateral cooperation,and the Indo-Pacific Economic Framework,poising a threat to China's maritime security.On the whole,the joint implementation of maritime integration deterrence by the U.S.and India promotes the U.S.to strengthen deterrence,enhance deterrence determination and send out deterrence signals.However,differences in the perception of China between the U.S.and India have differentiated the concept of deterrence.Indias task setting has restricted trans-regional deterrence linkage,and the level of cooperation between the U.S.and India has inhibited the effectiveness of comprehensive deterrence,leading to constraints on the integrated maritime deterrence of the U.S.and India.
