摘　　要：国际陆海通道涉及经济、能源和军事安全,依托交通基础设施互联互通,是国家对外贸易交往的基础,也是各国利益的交汇点。国际陆海通道的形成模式或依托地理条件,或人工修筑。其中,人工修筑而成的多带有很强的地缘政治经济色彩,牵涉到国际关系和战略格局的演变。值得关注的是,传统国际陆海通道的修建和运营是国际权力体系变化和世界经济特定发展阶段的需求产物,资源掠夺、经济扩张以及寻求本国发展工业的商品消耗市场是其原动力,而基础设施建设只是为了掩盖其国家利益目标的幌子。在大国博弈激烈化和全球治理体系深刻重塑背景下,中国如何在共建“一带一路”中推动国际陆海通道建设,实现高质量共建“一带一路”互联互通“介质”提供,构建“普惠包容、求同存异”的互联互通全球平衡化发展模式,缩小地区发展差距实现共赢发展,是未来需要思考和持续研究的问题。The essence of international land-sea corridors involves economic,energy,and military security,aligning the interests of all nations.The formation of these corridors may rely on geographical conditions or human-made infrastructure,with the latter often bearing strong geopolitical and economic undertones,which involves the evolution of international relations and strategic dynamics.It is worth noting that the construction and operation of traditional international land-sea corridors have historically been driven by shifts in the global power system and the demands of specific stages in world economic development.These corridors have been propelled by resource exploitation,economic expansion,and the pursuit of overseas markets to support domestic industries,with infrastructure development often serving as a facade for advancing national interests.In the context of intense competition among major countries and profound reshaping of the global governance system,how will China promote the construction of international land and sea routes in the Belt and Road Initiative,provide high-quality connectivity“media”for the Belt and Road Initiative,build a globally balanced development model of connectivity that is“inclusive and seeks common ground while shelving differences”,narrow the regional development gap and achieve win-win development?It is a question that needs to be considered and studied in the future.
