摘　　要：目的探究医疗机构制剂监管的博弈策略,为后期监管提供决策参考。方法本文构建了药品监管机构与医疗机构的演化博弈模型,分析了双方的稳定性策略选择,并运用Matlab软件对不同策略进行仿真分析,同时,还探究了部分参数的变化对系统演化结果的影响。结果药品监管机构和医疗机构的策略选择是一个动态的过程,在不同参数条件下,选择不同的稳定性策略,其中政府奖惩力度对医疗机构积极负责具有正向激励作用,产业及地方经济的发展和上级政府的奖惩也会影响药品监管机构的选择。结论建议政府制定合理奖惩机制,同时药品监管机构需要综合考虑、因地制宜、精准施策,医疗机构也要转变观念、加强培训、主动创新,共同助力医疗机构制剂的高质量发展。Objective To analyze the game strategy of preparations supervision by medical institutions,and provide decision-making reference for later supervision.Methods This article constructed an evolutionary game model between drug regulation agencies and medical institutions,analyzed the stability strategy choices of both parties,and used Matlab software to simulate and analyze different strategies.At the same time,the impact of changes in some parameters on the system evolution was also explored.Results The strategic selection of drug regulation agencies and medical institutions was a dynamic process,with different stability strategies being selected under different parameter conditions.The government rewards and punishments had a positive incentive effect on the active responsibility of medical institution.The development of industry and local economy,as well as the rewards and punishments upper level governments,also affected the selection of these drug regulation agencies.Conclusion Government should establish a reasonable reward and punishment mechanism to help drug regulation agencies to tailor measures based on local conditions and implement proper policies.Medical institutions should also change their mindset,strengthen training and innovation to support the high-quality development of preparation by medical institutions.
