摘　　要：建构以快捷、公平、高效、优质、方便以及惠及全民为核心理念的高质量公共服务体系,是保障改善民生、实现共同富裕的重要制度前提。当前,我国高质量公共服务体系的建构在制度设计、技术赋能以及治理理念等方面有所欠缺。基于现实,可从“技术赋能-制度支撑”视角入手。就“技术赋能”层面而言,应整合数字技术平台的多元功能,以“数字+”的技术契机实现公共服务供给的提质增效;就“制度支撑”层面而言,应明确高效政府回应机制的建设目标,把握公共利益这一主线,回归“人民至上”的公共服务治理理念。据此,将具有扁平化组织特征的数字平台技术与具有科层制组织特征的制度形态整合成一个深度耦合的有机整体,从而凭借“技术赋能-制度支撑”的双轮驱动力共同推动我国高质量公共服务体系的建构。The establishment of a high-quality public service system with speed,fairness,efficiency,quality,convenience and benefiting all people as its core concepts is an important institutional premise for ensuring and improving people’s livelihood and achieving common prosperity.At present,the construction of high-quality public service system in our country has some shortcomings in the aspects of system design,technical empowerment and governance concept.Based on the reality,we can start from the perspective of“technology enablement-system support”.In terms of the level of“technology enablement”,we should integrate the multiple functions of digital technology platform to improve the quality and efficiency of public service supply with the technological opportunity of“digital+”.As far as the“system support”level is concerned,the construction goal of the efficient government response mechanism should be clearly defined,the main line of public interest should be grasped,and the public service governance concept of“people first”should be returned.Therefore,the digital platform technology with the characteristics of flat organization and the institutional form with the characteristics of bureaucratic organization are integrated into a deeply coupled organic whole,so as to jointly promote the construction of China’s high-quality public service system by virtue of the two-wheel driving force of“technology enablement-system support”.
