摘　　要：随着我国社会经济的进步,我国公共体育场馆的服务对象发生了变化,其服务功能也进入了3.0时代。在新的时代背景下,以提升公共体育场馆运营管理效益和公共服务水平为目的的大型体育场馆开放补助政策未能全面地顺应场馆市场化趋势和体育公共服务供给的时代需求,没能完全实现上级提出的扶持发展的目标,主要原因在于政策制定主体对大型体育场馆主体功能认知不深入,对使用需求了解不充分,转嫁了中小型体育场馆服务功能。现依据体育治理理论,从治理主体、治理领域、治理环境三个角度提出治理路径。Seeking happiness for the Chinese people and rejuvenation for the Chinese nation is the original aspiration and mission of the Communist Party of China.The key to the success of the Communist Party of China in all undertakings lies in being“people-centered”and serving the people wholeheartedly,which is also a truth that has been constantly proven during the Party's century-long struggle.The social security system with Chinese characteristics has been established by adhering to socialist principles,based on China’s reality,summarizing the practical experience of China’s social security,and learning from useful foreign experience.In this context,how to scientifically understand the development history of the rural social security system and continuously enhance the sense of gain,happiness and security of the vast rural people in China is the research focus of this paper.
